Abstract

Innovative restructuring of society requires effective public administration, a key
element of which is the professional activity of heads of public services, based on the selfactualization of their professional and personal competencies. In scientific research, the
professional competence of civil servants is manifested as a set of professionally important
personality traits and holistic, which determines the holistic characteristics of the personality of a
civil servant, which is a condition of his effective professional activity and professional selfimprovement. At the same time, the issue of formation of professional and personal competencies of
civil servants in terms of reforming public authorities of Ukraine, as well as development factors,
especially the increase of emotional intelligence of civil servants is ignored, which allowed to
determine the purpose of our study. A necessary condition for the transformation of competence is
the appropriate professional level of a civil servant, supported by appropriate professional skills
and leadership qualities, in particular a sufficient level of development of emotional intelligence.
The problem of emotional intelligence in the formation of professionally important personality
traits of civil service managers is considered, the structure of emotional intelligence and its
importance in the leadership qualities of civil servants are analyzed. It was identified that the
development of its components and related skills is important for improving various aspects of the
emotional intelligence of civil servants. The development of emotional intelligence, in turn,
contributes to the formation of professional and personal competencies and increases the efficiency
of civil servants in the activities of various levels of government. The article presents the results of
the implementation of psychological and pedagogical measures for the formation and development
of emotional intelligence as a component of professional and personal competencies of students
majoring in "Public Administration" in the educational process.
